Among the campaigners is Ficksburg resident Joaquim Alves, who has been engaged in a long-running legal battle with SARS. He believes the new requirement is a revenue-generating scheme unfairly targeting travellers crossing South African borders. The group has formed the Lesotho Import Vehicles (LIV) movement in Bloemfontein to oppose what it describes as a campaign of “harassment and extortion” by SARS.
