PHOTO URN Kampala, Uganda | THE INDEPENDENT | Despite a clear directive from the government to protect student privacy, numerous schools, parents, and media outlets—both traditional and social media—continue to publish personal student examination results. This disregard for privacy regulations persists, undermining efforts to safeguard sensitive data. Education Minister Janet Museveni, while releasing the latest UCE exam results this week, said that the publication of individual learners’ results violates privacy and urged schools to find alternative ways to celebrate academic excellence without breaching the law. The Data Protection and Privacy Act, Cap 97 prohibits the publication of personal data of children. However, despite this law and a warning by the Education Minister, it has largely been ignored, as several institutions and individuals still openly display examination results. Ssemakadde Kampala, Uganda | THE INDEPENDENT | High Court Judge Musa Ssekaana has ordered the arrest and subsequent imprisonment of Uganda Law Society-ULS President Isaac Ssemakadde for two years after finding him guilty of contempt of Court. Ssemakadde is being jailed following his statements on social media and letters criticizing the decision by Ssekaana to block the Extra Ordinary Annual General Meeting for lawyers where they were supposed to elect new representatives of the lawyers to the Judicial Service Commission, after saying Norah Matovu Winyi and Ruth Sebatindira were there illegally. Ssemakadde now becomes the second lawyer to be sent to prison by Justice Ssekaana. Last week, he was promoted to the Court of Appeal/Constitutional Court. Nebbi, Uganda | THE INDEPENDENT | Ugandan security on February 10, 2025, repatriated two armed Congolese soldiers who were recently arrested for allegedly operating illegally on Lake Albert in Buliisa District. Nebbi Resident District Commissioner (RDC) Robert Abak confirmed that the soldiers were handed over to Congolese security after being detained in Uganda for nearly five days. “In cases where DR Congo soldiers are arrested on Ugandan waters, they are repatriated through their leaders. This time, two armed soldiers were arrested and handed back,” Abak said. He added that the repatriation took place at Goli Customs in Jupangira Sub County, Nebbi District. Abak urged Congolese forces to respect national boundaries to maintain peace. KIGALI, Rwanda | Xinhua | The Rwandan Cabinet has approved tax policy reforms to bolster the country’s financial resources and drive economic growth, the finance ministry said Tuesday. The changes, to take effect in the 2024/2025 fiscal year and beyond, aim to broaden the tax base, enhance revenue mobilization, and streamline tax administration, according to the statement, which followed a Cabinet meeting Monday evening. The measures include a 15 percent excise duty on imported cosmetic and beauty products (with exemptions for critical pharmaceutical beauty products), increased vehicle (including electric vehicles) registration fees, and a shift in fuel levy from a fixed fee to 15 percent of cost-insurance-freight, the statement said.
