Hulhumalé was born out of a grand, desperate vision: a hyper-planned “smart city” reclaimed from the sea to give people an orderly escape from Malé’s gridlock. Nearly three decades and several election cycles later, parts of it are inheriting the very symptoms it was built to outrun – avenues thickening with traffic, mega-blocks outpacing the shops and utilities meant to serve them.
But it isn’t lost. Whole stretches of the island still hold the breathing room that was promised, and one policy change was enough to turn the Phase 1–2 channel from a shipping lane into a swimming spot.
