Under the 2014 Right to Information Act, all state institutions are required to publicly disclose their functions, budgets, salaries and services on an annual basis. Since 2023, only 17 institutions have fully met these requirements — and none are ministries or state-owned enterprises.
Information Commissioner Ahid Rasheed says local councils have shown more willingness to comply. The ICO itself is facing staffing challenges, with some of the lowest salaries among independent institutions and high staff turnover in 2025.
