On Monday, April 6, 2026, Ms. Zineb El Adaoui, First President of the Court of Accounts, received a high-level delegation from the Kingdom of Eswatini, comprising Mr. Timothy Matsebula, Auditor General, Her Royal Highness Princess Sibahle Dlamini, member of the Civil Service Commission, the President of said Commission, Mr. Simanga Mamba, as well as other senior officials from the Parliament, the Attorney General’s Office and the Ministry of Finance of the Kingdom, as part of a working visit focused on learning from Morocco’s experience in tracking audit mission outcomes.
In her address on the occasion, the First President stated that this visit reflects the shared commitment of both parties to strengthening cooperation ties in supreme oversight and to promoting sharing the knowledge accumulated by each institution, particularly with regard to exploring pathways to boost the tangible impact of audit work on the management of public affairs and the improvement of governance quality and transparency for the benefit of citizens.
She further noted that international cooperation provides a conducive framework for joint reflection on how to address the challenges facing governments and SAIs and serves as an effective tool for anticipating emerging challenges that require SAIs to evolve their working methods in order to deliver added value to citizens and contribute to improving the quality of public services.

She also emphasized the need to leverage effective stakeholder engagement strategies further the audit process and strengthen its impact, thereby ensuring the consolidation of the principle of transparency and the reinforcement of the foundations of accountability.
In this context, the First President expressed the Court of Accounts’ readiness to share its experience in following up on the results of audit work and judicial outputs, as well as its cooperation with relevant stakeholders, including Parliament, the judiciary and the Government.
Her Royal Highness Princess Sibahle Dlamini commended the fraternal relations between the two countries, noting that this visit is part of efforts to support the structuring of Eswatini’s Supreme Audit Institution and build its capacity to meet the demands of the future. She also underscored the fact that the convergence of institutional structures and the deep historical roots shared by the two kingdoms provide fertile ground for knowledge sharing, the fostering of a culture of mutual learning and the development of best practices.
Likewise, Mr. Timothy Matsebula, Auditor General of the Kingdom of Eswatini, affirmed that the two kingdoms are bound by close cooperation in the field of supreme audit of public finances, noting that this visit represents a step toward deepening dialogue and the exchange of experiences, as well as an opportunity for both sides to draw mutual inspiration from their respective achievements, particularly with regard to bolstering the legal framework governing supreme oversight and consolidating the principles of SAI independence, so as to enable them to fulfill their constitutional mandates under the best possible conditions in the service of the general interest of both countries’ citizens.

The meeting was held in the presence of the King’s General Prosecutor at the Court of Accounts and senior Court officials.
It is worth noting that both audit institutions hold prominent roles at the continental level: the Court of Accounts serves as the Secretariat General of the African Organization of Supreme Audit Institutions (AFROSAI), while the Office of the Auditor General of the Kingdom of Eswatini chairs the External Auditors Board of the African Union, a testament to the standing of both institutions within the African supreme oversight community.
